Faulty 'IsBurst' and Targeting Dummy #162

Hi,

The 'IsBurst' value is always returning True. It's been tested on previous versions as well as RSR 7.0.1.40 with rotation 7.0.1.68 (API 3). 'Debug.WriteLine(IsBurst);' was used to show the value.

Also, the character stares at the level 100 dummy in the private house without initiating the first attack after /cd 6. This only happens in the private house. It doesn't happen in Stone, Sky, Sea nor in high end boss fight.
