SAM rotation doesn't use Tenka Goken and Tsubame-Gaeshi

I just started using this and I noticed it doesn't use 2 sens Iaijutsu (AoE/Tenka Goken) for more than 3 mobs, and also doesn't use Tsubame-Gaeshi when it's ready. Tried to press it on the Action in the GCD menu, but keeps getting error saying, "Can not find the action, please check the action name." even when the name is right.
