[1.3.2] [Mod Support] OptiFine Milk Bucket bug

Description of the bug:

Drink a potion, then drink milk. The milk doesn't clear the effect, which is a bit game breaking.

This seems to happen on the original Forge too, but I thought this might be the only chance to actually fix it. It doesn't happen with just (Fabricated) Forge, or just OptiFine, both need to be present for the issue to occur.
