What happened?

After loading my singleplayer save, I was instructed to retrieve another Tormsdale Report after already having one on my submarine.

Reproduction steps

1. Retrieve the Tormsdale Report.
2. Save and exit.
3. Load the save again.
4. Be required to fetch it again while one already exists in your submarine.

At what point exactly did you save and load? Do you mean you did it on the same round you retrieved the report, or at some later point?

I got the report from the outpost, put it on my sub, then saved and quit before ever undocking.
