Need to update hexbook with regard to the now-recipe-dependent cost of Flay Mind

Per a conversation in the discord this morning

According to Talia, the Flay Mind is now recipe data dependent. She said the cost of everything except the new Quenched Allay recipe is still 10 charged, but the book seems to be outdated. The text for Flay Mind makes it sound like it's 10 charged for everything, and all of the recipe pages (e.g. impeti) will still need to state their costs separately once the main page is fixed.

I can (probably) at least get the ball rolling on this tomorrow, though I can only reliably handle the US English translation (And of course that assumes my skill with my own first language improves relative what it was this morning. I weren't Englishing gud). Once I've submitted a PR, I'll leave it open for editing and we can go from there.

I am having trouble thinking of a good way to reword without either going Out Of Character for the unhinged hexcaster that's supposed to be writing this, or making it unclear what the budding amethyst recipe's cost is. Maybe the recipe should have its own page like the others do.

@object-Object or @Alwinfy will probably have to fix the hexdoc problem because I don't know if anyone else understands hexdoc :]

probably me or maybe @SamsTheNerd, I don't think alwinfy has done much with the new book stuff? at least not for hex
