I was pointed to create a ticket by Shidestiny about having noospheric events (namely, discharges and storms) occur even in greens and extendeds (or at the very least, extendeds).
They hold VERY little actual threat to the station and massively increase how interesting the shift can be for Epistemics and the crew in general due to noospheric discharges being the ONLY method to raise the cap on how many powers you can have.
I have personally often resorted to praying for a discharge in character just to have something interesting happen in that regard.

I'm thinkin' we could make an event scheduler that works basically the same as the basic station event scheduler, but give it a way to define valid event IDs in the roundstart yaml. Then we can either define a dictionary with just those events, or prune the allevents dictionary after generating it. Then we'd probably want a way in the yaml to either define how often events CAN run (a limited event pool runs the risk of those few events triggering too often) or a probability of any event actually triggering if event trigger times are hardcoded.
I need to understand the systems better before I consider making an attempt at this (and probably set up a real IDE too) so just brainstorming right now.
