Implement team-vigir/flexbe_behavior_engine#161 here in both ROS 1 and ROS 2 versions

See FlexBE/flexbe_app#88 for discussion of new ros2-pre-release posted 24-July-2023 that has significant changes to how states are identified. I believe those changes to how the state outcome and behavior sync topics are handled remove need for this change.

The pre-release changes are now incorporated into version 3.0.0 in iron, rolling, and ros2-devel
