The release for 0.7.0 nests the .tar.gz file within a .zip. On the assumption this is not intentional, a guess would be that the change from actions/upload-artifact@v2 to actions/upload-artifact@v4 has new behaviour?

Huh. Interesting. That seems like a bug with the upload-artifact stage indeed.
