AmiiSwap/Emuiibo not seeing Amiibos

Just downloaded amiiswap 1.0 and emuiibo 0.3.1 from the hb app store. I'm on fw 8.1.0. Running HBL in app-mode. I have an amiibo json set (for toon link, in case that matters) in the emuiibo/amiibo folder.

When I run amiiswap, I go to Amiibos, create a new folder ("zelda" in this case), and... that's it. That's all of the instructions that work for me. When I press Y, it says "You don't have any amiibos." It still doesn't see the amiibo when I go to Emuiibo and "enable" it (even though the directions don't say to do that yet). I tried the Images download and it finds zero images. I try to go to Selected amiibo, and it says "no active amiibo."
