The current script seems to try to configure docker's proxy behavior via /etc/default/docker.
This does not work for me on VM 2.2.3 (Ubuntu 18.04.3 LTS). Instead, I followed docker's documentation and created a systemd drop-in which seems to have solved the issue for me.
