The documentation around the Infrastructure team is scattered, duplicative (and perhaps contradictory), and out of date. Needs cleanup.

18F/handbook#1300

Want to do so by 7/19 to fit in the onboarding cycle for the current batch of new hires, of which I happen to be one.
