Summary

We currently don't explicitly mention our versioning and release practices.

Do

  • define how we use semver
  • define our release process
  • describe what kinds of tests / jobs we want in the CI

@thatplguy if possible, lets make sure we are in alignment with #62 and ideally have the same versioning process for the whole VERSE toolchain

I moved this to MVP3, as I don't think we have stable enough releases to make versioning helpful
