Codebook should be exportable in all languages used in the surveys

When a survey is in a language other than Dutch or English there is no way to export the codebook in that language. There should be a switch for the other languages.

Discussion: Should the headings be in the interface language (always) or in the requested language when available and with a fallback to the interface language?

I'd say the headers are part of the interface, thus stick with the interface language, keeping it the same behaviour as all export screens.
