Describe the bug

When the Resize to Driver Station Height is enabled, Elastic leaves a gap between its window and the DS.

To Reproduce

Steps to reproduce the behavior:

  1. Open Settings
  2. Toggle on 'Resize to Driver Station'
  3. Start the FRC Driver Station
  4. Observe the window resize

Expected behavior

Like the LabVIEW dashboard, there should not be a gap, where the desktop can be seen, between the two windows.
