Release jib-core on central

jib-core would be very beneficial for a lot of java based libraries but is currently encapsulated in the maven plugin, any hope it hits central soon?

Hi @rmannibucau , we are currently tracking Jib Core as a library at #337. We are actively working on it right now. We don't have any estimates for when it will be available, but we will keep the issue updated with any updates we have.
