Add Slack wishlist command to suggest new features

In order to improve cross team communication, we want to have a
wishlistcommand of Slack to suggest new features.This should be used extensively by the other teams, whenever they notice anything that could be improved or added on the bot side to make their lives easier.
The suggestions could either be reposted by the bot in
#dev_generalor on a GitHub project board as a note.We can then filter out duplicates and create more technical issues on the corresponding repository.
All in all, this should make it easier to keep track of suggestions and should lower the threshold to make new suggestions.
