Although we can defer to metacpan to do this better, maybe it would be nice to have a direct link to the appropriate bugtracker for core modules, whether that is rt.perl.org (soon to be github/perl) or the CPAN module's tracker.

This can link to https://github.com/Perl/perl5/issues for any modules in lib/, ext/, or dist/, and most perl*.pod files, but this distinction won't be visible in the installed layout unfortunately.
