Edit a Budget Line or Services Component on an Awarded Agreement (modified LOE contract mod)

User Story

As an OPRE COR, I want to edit budget lines or services components on an awarded contract in order to reflect a modified level of effort for that contract

Preconditions

• The agreement has completed the procurement process and is now Awarded
• A contract exists with 1+ BLs in Obligated status
• There could be 1+ BLs in Draft or Planned Status

Acceptance Criteria

• User can increase or decrease the amount of an existing budget line and see that their edit will require a contract modification
• User can edit the CAN of a budget line and see that their edit will require a contract modification
• User can edit the Obligate By of a budget line and see that their edit will require a contract modification
• User can add a new budget line and see that their edit will require a contract modification
• User can delete a budget line and see that their edit will require a contract modification
• User can add a new Services Component and see that their edit will require a contract modification
• User can delete a Services Component and see that their edit will require a contract modification
• All relevant alerts are displayed as changes are successfully sent to approval, In Review, and either approved or declined
• All approved modified LOE changes are displayed on the Award & Modifications Tab as "Edits That Require a Contract Modification" and they remain on that list until the user is ready to start the contract modification (Start a Contract Modification for a Modified LOE #3268)
• All relevant event / history records should be recorded denoting the who (user), when, and what, and remote IP of changes being made/requested.

Additional Context & Resources

• A modified LOE is anything that changes money or time on the awarded contract
• We still need to design what happens to Budget Lines when a user deletes a Services Component
• This story is the 1st half of the contract mod process related to Start a Contract Modification for a Modified LOE #3268 which is executing the modification after the edits are reflected in OPS
