User Story

As a COR (and others), I want to view an agreement that has been awarded, so that I can see the difference between not-yet-awarded and awarded contracts, as well as access all of the relevant award data for a contract

Acceptance Criteria

  • User can quickly discern the binary status of whether or not an agreement is awarded when viewing its details

Tasks

  • Find out if awarded is a certain step in procurement tracker or anytime there's 1 or more Obligate BLs? I'm assuming we'd have to do the latter for now even if it's really the former. maybe make that easily changeable as a flag?
  • Create necessary frontend logic and component(s) to handle this
  • Create or update tests
