Audit the filter options and determine whether they're optimal for users. Look for opportunities to improve scannability, legibility, readability, comprehension. The eligibility filters seem to be most confusing — e.g. Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education. This will also influence/help with improving the the naming of API fields (nonprofits_non_higher_educating_without_501c3).

Delivered to Emily and Kevin on 2/20.
Will have a follow up call with Ross Williford to discuss the filter terminology and what may be legally required.
