Currently, timezones aren't respected and times are assumed to be in the local timezone. It's somewhat important to get the time correct since the dispersion parameterization currently depends on local time.
It would be good to have a system where time data can be taken in a consistent format (maybe UTC) that respects timezones and inconsistencies like daylight savings time.
