Request: Form a working group to begin Apache project incubation

As this project has seen explosive growth in interest and already the requests for extensions and alterations are flooding in, I strongly recommend the core community get a handle on this whirlwind.

Receiving the badge of approval of becoming an Apache project would also consolidate this project's place in the PHP landscape.

I think a exploratory working group towards this goal should be formed. 18 months or so should be a reasonable timescale.
