publishers view does not have yearly navigation arrows #692

The d-preview contains a #view=publishers link for any previewed data, which then doesn't include the ability to navigate by year

This is also available in the live d-portal, if you change the URL - eg:

https://d-portal.org/ctrack.html?&reporting_ref=XM-DAC-46025#view=publishers
