Surge CoS - link update - Cash/CVA competencies

Hi there, Surge desk have requested that we update the link to the Technical Competencies on the Cash page of the Catalogue of Surge Services.

Currently that link goes to an old document on IFRC Sharing (DRAFT CVA Competency Framework – J.Frize 05.11. 2019 )

Please instead point it to the current (2023) version of the Cash Competencies (on Cash Hub site) - the link to use is: https://cash-hub.org/resource/technical-cva-competency-framework/
