it was observed in some cases that autoscaling fails to scale down clusters.

Logs were saved and kept in [filesrv.speag.com/anderegg/development/osparc/autoscaling-issues]

workers are now explicitely retired prior to being drained and removed since
ITISFoundation/osparc-simcore#5203
