[FR] - Bring back query tip as toplevel command

There is a breaking change in cli v10 currently. The toplevel command query tip was removed.
In the past we said, that this is an era independent command, because its basically the first command an app would run to figure out the current era. After that, switching to era based commands.

Can we please bring back the query tip command as an era independent one at the toplevel?
