Make the corresponding changes to the formal spec from #1240, namely the new information that is saved in the chain state for the non-myopic member rewards.

We decided to not describe the non-myopic data in the formal spec, since this is outside the scope of the core protocol. Someone implementing a node would not need to know anything about it. Instead, we made a separate document https://hydra.iohk.io/job/Cardano/cardano-ledger-specs/specs.pool-ranking/latest/download-by-type/doc-pdf/pool-ranking
