Better organization for sets of themes

Detailed description of your suggestion

I have a theme set I would like to submit that contains multiple themes (~20) which use the same base, but have different colour and accessibility settings. As an example, I have 4 different colours of the theme, in light and dark, with 3 contrast options (normal, medium, and high). It would not be ideal to upload each of these yo the theme store individually: it would drown out other themes, and make it disorganized.

I think two approaches could be taken here, either having folders that theme sets can be put in, or adding customizable settings that change custom variables in themes, allowing for on the fly customization without needing a new theme.
