Stakes for motions funding or releasing advanced payment link to an empty action #4143

Steps to reproduce

  1. Install and enable Voting Reputation extension.
  2. Create an advanced payment.
  3. During funding, select reputation decision method. Then, make a stake supporting/objecting the motion that was created.
  4. Open the Stakes tab in the Userhub.
  5. Click on the stake you have just made.

Expected behaviour

Action sidebar loads the expenditure that is being funded.

Actual behaviour

Action sidebar opens the motion itself, which leads to "Not implemented yet" screen being shown:

As @iamsamgibbs noticed in #4238 , there is also a translation bug with "generic action" in UserHub, I will handle it in scope of this ticket as well 🙌
