Feature Request for Toolbox: Verify Plugin Dependencies Against Playnite

Feature description

Verifying that plugin dependency versions are aligned with the version that Playnite itself uses. Since the current plugin system doesn't allow loading multiple versions of the same assembly, the Toolbox.exe can warn plugin developers if they forget to check the version of the dependencies with Playnite.

The Toolbox.exe can look for the versions of the plugin package and compare them to the version that Playnite uses. If they don't match, it shows a warning.

Since it is currently mentioned in the docs, it's just good to have in case anyone ever worked on adding new features to Toolbox.exe.
