What happened?

The plan to read/want to read sync syncs everything regardless if the item is in a library that has scrobbling turned off.

What did you expect?

Plan to read/want to read sync should respect library scrobble rules and not sync items that are in scrobble restricted libraries.

Just to be clear I think matching should work in restricted libraries but any scrobbling/syncing should respect the setting.

Correct. That is how it is intended. When you explicitly place a scrobbling hold on the library, those series should not be scrobbled. The only way to restrict metadata download/etc is via the Do not Match field.
