extend README

I've downloaded it, installed it and got an error message about rpmlint.
As the README is the central entry point for vsix please add information about:

• optional prerequisite rpmlint
• a hint about the extension settings (possibility to disable linting and to specify the rpmlint path)

If you like to, then also add some note about the RPM spec (see upstream).
