SOC based on coloumb-counting optimizations

Based on #868 there are a few optimizations we could make:

• If the calculated SOC reaches 100% before the battery reaches max voltage, then the charger do not charge anymore. Limit SOC to 98% or 99% until max voltage is reached or until charge mode switches to float.
• If one battery cell reaches min cell voltage for a specific amount of time the SOC should be reset to 0%. See Calculation of the SOC based on coloumb-counting #868 (comment)
