개인 레포에서 Provisioning 및 GA pipeline 잘 작동되는 것을 확인했습니다.

해당 commit 내용을 그대로 옮겨왔지만 추후 실제 사용 시에는 README.md를 읽고 실제 GCP 계정 정보로 환경 변수, 시크릿 등 추가 세팅이 필요합니다.

해당 세팅 과정을 README.md에 작성해두었습니다.
