Add vocabulary implementations a la python-stix #38

We should add implementations of the MAEC default vocabularies as in python-stix (https://github.com/STIXProject/python-stix/blob/master/stix/common/vocabs.py) to allow for better integration with the python-maec API and useful features such as allowable value checking.
