[🐞Bug]: Fixing static image serving in Backend and fixes in Admin Frontend Navbar

Summary of changes / bugs

• Static images are not being served correctly from Backend
  
• Secondly the title image or title of the admin console needs fixing
  
• Also fix the issue templates problem, as issue templates although present are not functioning

Proposed solution

• I will redo the static files serving line in backend code
• Replace the title of the navbar with more appropriate content
• Move issue templates to appropriate named folder and add config.yml aswell for issue template choosing menu
