Cloud volumes remain related to retired (archived) cloud instances. #14841

After removal of cloud instance it goes into archieved status and is still tied to cloud volume. In this way I cannot do some task with cinder cloud volume (Even after the renewal of the relationship of the external management system.):

srv6-apkkas have status available but related to archived instance:
