[Issue] Techs with negative available time #5971

Brief Description *

For techs that are assigned to units, they show up in the repair bay with negative tech time. See screenshot:

If you try use the tech, the repair isn't done but the tech disappears from the list until the next day.

3. Steps to Reproduce

Assign a tech to a lance of units.
Go to next day with units needing repairs.
Tech should appear in the list with a negative time remaining.
