chktex version miktex package behind CTAN

hello, I find that the version of chktex on miktex package is behind CTAN with two minor version( over a month), is this a bug or intention to keep stable?

I find this question because chktex ver1.7.6 give me wired no.19 warnings which seems like it doesn't process utf-8 encoding properly, didn't get helpful solution from google search, so i wonder wether this a bug has beed fixed in later version.
