MikTeX not mebedding type 1/type 2 fonts

I have recently installed MikTeX (Console is version 4.9, should that matter) and I can not get it to embedd any Type1/Type2 fonts. Whenever I add
\usepackage[T1]{fontenc}
or
\usepackage[T2A]{fontenc}
all fonts are rendered T3 and not embedded in the pdf.
If I do not use the fontenc package the cm fonts are embedded as a subset and all is fine and dandy.
I complie with LaTeX -> dvips -> ps2pdf. I've tried pdfLaTeX, same problem. I have tried brute force methods - like installing all Fonts packages, and I decided to post the issue here before brute force installing all MikTeX packages. Please help, the issue has taken me hours to try to solve and it should be something darn simple.

Well, turns out MikTeX does not run updmap after loading the font files.
