Windows 10 installation fails

I'm trying to Install miktex-portable.exe on a windows 10. The log shows

Sorry, but "MiKTeX Package Manager" did not succeed for the following reason:

Option --admin only makes sense for a shared MiKTeX setup.

But it seems that "option --admin" is the default.

Can anyone help with a fix?

(I am only reinstalling with a new version of Miktex because the package updater could not find any repositories and so failed)
