In my case, this failed.
On my Windows 10 machine, I had to manually install the cert via import to the Trusted Root Certification Authorities using the cert manager from the Control Panel.
On my Windows 11 machine, I noted some errors during the build process, chose to sign into my 365 account first, rebuild, and I wasn't prompted at all. Further, the local cert isn't in the Trusted Root Certification Authorities as required on my Windows 10 machine.
Perhaps some detail could be added to the documentation?
