Currently the boto configuration passed to the client is hardcoded. This should be made configurable.

Context

This appears related to #205.

We ran into an issue with boto retrying migrations underneath us. We've worked around it by forking Zappa and updating it to allow the boto client config values to be specified in the zappa settings.
