おそらく

弊サークルのサーバーにユーザー情報と一緒に一旦送信
↓
指定日時に本来の送信先へ送信

という流れになりそう。

APIとそのサーバーを自作する必要があるので、初回使用時にその旨と規約を表示すること。
セキュリティの確保をするために、ペネトレーションテストを必ず実施すること。
