At the moment static files are not versioned and users may happen to use a stale copy. This is especially true when using KTP as a docker container.

Replace {{ STATIC_URL }} with {% static %}. Fix #6
709e232 
the new ManifestStaticFilesStorage provides versioning of static
files but requries the use of the {% static %} template tag instead
of the {{ STATIC_URL }} variable.
