Optional sticky fields

Requested by digitisers: allow notes field to be optionally sticky.

Have notes field sticky cuts down time entering data there when that data is shared amongst multiple specimens. Other times, if it is just a note for a single specimen, there is the risk of copying across data to other specimens it doesn't belong to. Providing the option, is the agreed best solution (this is often debated at digitiser meetings).

If we end up with two types of notes fields (e.g., NHMDenmark/Herbarium-Sheets-workstation#142), would need both types of notes would need this option (so that one type of note could be sticky and the other not, if selected).

An estimate of complexity and effort required for this is needed before going ahead with it.
