NetCDF documentation is inconsistent in manual

The manual is inconsistent in how to define NETCDF_CONFIG if its nc-config or nf-config (let's use nc-config).

also in regtests/bin/run_esmf_test_suite there is a link to nf-config instead of nc-config

export NETCDF_CONFIG=/common/netcdf/el7/${MPI_COMPILER}${CMP_VERSION}/openmpi${MPI_VERSION}/${CDF_VERSION}/bin/nf-config

it's also the case in matrix_datarmor, we need to replace nf-config by nc-config

@mickaelaccensi my preference is to work via forks/PRs to each others rather than have multiple people have access to the same fork. I'm not sure when I'll get to this, but I will let you know when I or @aliabdolali or someone else does.
