default conda module in Kestrel uses python 3.9 so it would be nice to support python 3.9.

Currently BiRD does not support python 3.9 because numpyro does not support python 3.9 (pyro-ppl/numpyro#1922).
But this will change in the next release of numpyro (pyro-ppl/numpyro#1923)
