It's more difficult to complete my work

Repro Steps & Context

  1. Create any project
  2. Install Newtonsoft.Json (remember version #)
  3. Open PMUI for Solution
  4. Select version number in the Versions dropdown.
  5. Observe that the download count is shown as 0.

Expected: Correct download count

I found the package that repro's existed in <user folder>\.nuget\packages\, so it's read from the local folder with a 0 download count.
