NuGet product used: VS UI

NuGet version (x.x.x.xxx): dev-donnie-msft-pmuiTabSwitchUIFiltering\5.7.0.11466.

Detailed repro steps so we can see the same problem

  1. Install VS with no workloads selected. Continue past dialogs warning that this is unusual.

  2. Open a New Blank Solution.

  3. Choose the Manage NuGet Packages For Solution
    Sometimes this produces nothing, other times I saw an HResult error.

  4. Open the NuGet Settings, An error occurred loading this property page.

  5. PMC says Initializing PowerShell host... indefinitely.

Install 1 workload

After installing VS Extensions workload, NuGet worked as expected.

  1. In a Blank Solution, NuGet menu options were disabled.
  2. In a Wpf Framework project, NuGet menu options were enabled and worked.
